Lesson 12.2: Regulations and Influences on Tobacco Product Use
Overview
This lesson focuses on the internal and external positive and negative influences of using tobacco products. The lesson also discusses how tobacco has been normalized in society through advertising as well as preventing the use of tobacco products.

Preparation
For the Warm-Up Activity: Write the Journal Question on the board or identify (and copy as needed) the worksheets you plan to use:

Warm-Up Activity
Select a warm-up activity to help get your class focused and on task.
- Journal Question: Vaping has become popular with high school students. What do you think influences teens to vape? Try to brainstorm three to five influences.
- Option: Write or project the question and have students respond in their journal or on their “bell ringer” sheet as they enter class.
- Option: Have students discuss the question with a partner or in a small group.
- Vocabulary Review: Have students work individually, in pairs, or in small groups to complete the Lesson 12.2 Vocabulary Review Worksheet.
- Quiz: Have students complete the Lesson 12.2 Quiz to assess their prior knowledge.
- Option: Collect the quiz and use it alongside a posttest to demonstrate student learning.
- Option: Have students share their answers with a partner and then go over the answers together as a class.

Lesson Focus: Advocating for Vape-Free Community Parks
- Provide each student with a copy of the Lesson 12.2 Skill-Building Challenge Worksheet: Advocating for Vape-Free Community Parks.
- Students will research information online for communities that already have vaping laws they can get information from.
- Once students have the information, they explain how they will advocate for the new law in their community using the questions on the worksheet.
- Have students present the advocacy project to their class and to their town or city council.
Challenge Activity
Have students needing an additional challenge work on the following Thinking Critically task.
Write five examples of possible social media posts that you could use to discourage your friends from using tobacco products. Think about the dangers and consequences of tobacco products as you create your posts. Include an appropriate hashtag with each example.

- Analyze why teens vape?
Teens may think e-cigarettes are safer than other tobacco products; they are curious about vaping; they see friends, family members, and celebrities vaping; they like the flavors of e-liquid; and they like creating big vapor clouds.
- Interpret the effectiveness of online vaping advertising?
E-cigarette ads purposely target teens through themes of independence, rebellion, celebrity figures, kid-friendly flavors, and convenience. This type of marketing is appealing and effective because of its emotional influence on teens.
- Analyze how the bans and restrictions on e-cigarettes by the FDA can reduce their use by minors?
The bans and restrictions on e-cigarettes to minors include providing free samples, vending machine sales except in adult-only facilities, and selling flavored e-cigarettes, all in an attempt to reduce teen use of e-cigarettes.
- Describe how school policies can have an impact on teen use of tobacco?
School policies that positively reinforce continued abstinence from tobacco product use and help users quit, along with equally enforcing these policies for teens and adults alike, have a decrease in teen vaping.
- Formulate a plan to advocate for community vaping laws?
Some states have comprehensive smoke-free laws in workplaces, restaurants, and bars, and other states have only smoke-free workplaces or combinations of smoke-free workplaces and restaurants. Fourteen states currently have no laws requiring smoke-free indoor areas. Advocating for community vaping laws in all public places is important for public health.

Find out whether your state has a comprehensive smoke-free law and if it does, what exactly it covers. Talk to a family member about what you found and decide if you agree or disagree with the law in your state. Explain why.
